In 2005 the Knowledge Economy Platform felt that the Dutch government recognised the potential of the knowledge economy, but did not have a structured framework that could be used as a basis for the decision making process. In the document "Insurance of our future" four drivers of the knowledge economy are identified:
- Research & Development by enterprises, universities and institutes
- Education
- Governmental economical incentives
- Social and establishment climate
The report was handed over to the Dutch minister of Economic Affairs and had an influence on then policy of the departments of Economic Affairs and Education. The government adopted five out of the ten concrete proposed actions. The publication had an influence on Our Creative Potential, a paper on culture and economy, where it has been mentioned as a source.
